eCard and Certificate Extensions during COVID-19 Outbreak
AHA Cardiopulmonary (CPR) and Emergency Cardiovascular Care (ECC)

Purpose: To provide additional flexibility for providers, AHA Instructors, and Instructor candidates during the COVID-19 pandemic. This guidance on card extensions supersedes the guidance outlined in the March 13, 2020, document, “Interim Guidance on Extensions for AHA Instructor & Provider Cards during COVID-19 Outbreak.”
AHA Provider Card Extensions:
Per the statement regarding further extensions of AHA course completion cards beyond 60 days past the recommended renewal day (in interim guidance released on March 13, 2020), and given the ongoing threat of exposure to COVID-19, with many communities under shelter in place orders to minimize the spread of the disease, the AHA is extending AHA Provider Course Completion Cards for 120 days beyond their recommended renewal date, beginning with cards that expire in March 2020. Please see the AHA’s guidance below, and disseminate to anyone who has a business need for this information (e.g., students, employers, medical or safety regulators, etc.).
For AHA Provider Cards Expiring Beginning in March 2020:

Over the next 120 days, for providers whose cards have expired due to inability to complete training during the COVID-19 outbreak, the AHA will allow Instructors to provide remediation during update courses.

Updated Recommendation on Extensions for NRP Provider Cards
During COVID-19 Outbreak
April 15, 2020
Dear NRP Providers,
As additional precautionary measures are being implemented to prevent the spread of COVID-19, the Life Support and NRP Customer Service Teams have faced questions about further extending the grace period for expirations of NRP Provider and Instructor Cards, from the initial 60 day extension granted on March 16, 2020, to a total of 120 days. We recognize that many of you face restrictions on travel and mass gatherings, in addition to increased clinical duties in this extraordinary time.
For those individuals whose NRP expiration date falls in March, April, May, June, or July of 2020, the AAP recommends that employers and regulatory bodies consider extending recognition of an NRP card beyond its recommended renewal date, for up to 120 days. However, please know that it is ultimately up to the discretion of employers and regulatory bodies who require current NRP Cards to consider allowing extensions during this time. This extension may be increased, depending on how the COVID-19 public health threat evolves.
Please show this letter to your administrator first. Only in the event that your institution requires a card with the extended expiration date, please email [email protected] with your request and we will respond as soon as we are able. Please disseminate this message to anyone who has a business need for this information (employers, administrators, medical or safety regulators, etc.).

Q: Can I extend the Learner course completion card deadline?

A: Yes, if that extension meets requirements from your own facility or employer, then you may offer whatever extension you feel necessary, up to a 6-month period.

Q: Can students attend the course electronically (Web-Ex, GoTo meeting, etc.) from home as a Teleconference Remote Course Presentations or Distance Learning?

A: Yes, however, the following rules and regulations apply:

This form of class will only be permitted for classes taught before June 30, 2020. We will reassess this rule on June 1, 2020 and base an extension on the situation at hand.

Updated on June 3, 2020: As the COVID-19 Pandemic situation escalated in March of 2020, we established a new format for teaching teleconference courses using virtual meeting programs such as WebEx, Microsoft Office, Zoom or GoTo Meeting just to name a few. At that time, we established June 30, 2020 as the deadline for using this Teleconference Remote course presentation type. Restrictions related to meeting sizes and social distancing requirements remain in effect at many facilities, so we have extended the deadline for holding Teleconference Remote courses to August 31, 2020.

The class size is limited to 12 students.

Each student must complete the Student Responsibility and Attestation Form and the form must be returned to the PDRE Instructor who will teach the course, before the student is invited to the course.

The student attestation form is intended to present ground rules for Learner Course participation when they are not in a formal classroom setting.

The student agrees that he or she will observe the following rules and obligations during a remote (teleconference) S.T.A.B.L.E. Learner course.

Have a computer with video camera (webcam) and speakers.
-
Log into the course prior to the start of the course.
-
Have a S.T.A.B.L.E. Learner course manual for use during the entire Learner course presentation.

The student(s) will not use any other electronic devices or web pages during the course presentation. This includes no use of my cellular phone, texting, web browsing, checking email, responding to emails, etc.

The student(s) will be attentive to the PDRE Instructors and other students throughout the S.T.A.B.L.E. Learner course presentation.

The student(s) will participate in all program modules and testing.
-
If provided any tests via email, the student(s) will destroy those tests once the course is over and the student(s) will not share the contents of those tests with any other individual.

The student(s) will complete the post-assessment test answer sheet as the course progresses.
-
The students(s) will return the completed post-assessment test answer sheet to my instructor once the course is completed.

As always, each student must have a Learner Manual for use during your distance course – teleconference presentation. Please allow enough time to order and receive the book(s) given expected service disruptions. If for some reason shipping is not allowed because of a national shutdown, the student can purchase an eBook from Apple Books or from Amazon Kindle. The optimal and preferred situation however, is for the student to have the printed book for use during the course.

Q: What are the electronics requirement for the students?

A: The student must have a computer with a web camera and audio, plus internet access, so that they can join the online meeting program (Web-Ex, Zoom, Vidyo, Microsoft Teams, GoTo meeting, etc.).

FaceTime (or similar) participation as the only means of attendance of a Learner Course class is NOT allowed.

We have been receiving questions about [the] online training for Preventive Health & Safety Practices (PHSP) Training Program For Child Care Providers, so we thought it would be useful to let you know that, due to [the] COVID-19 Public Health Outbreak, and for the duration of the State of Emergency, the Emergency Medical Service Authority (EMSA) is temporarily allowing approved training programs to utilize virtual classrooms for training classes.

Virtual classrooms must allow for a real-time student to teacher interaction.

Just for clarification, only [the] PHSP Training Program — with the exception of skills practice and testing for the First Aid and CPR/AED Skills Evaluation — meet this temporary online training criteria.

Skills practice and testing for First Aid sand CPR/AED training must be done in person, in accordance with CDC guidelines for groups.

Once the State of Emergency is lifted, training classes will return to in-person sessions.

This Community Partnership Agreement is between the Trustees of the California State University on behalf of California State University San Marcos (CSUSM/CSU) and Palm Desert Resuscitation Education LLC (PDRE).
It is an opportunity for prospective students and interns to join the Partnership for Academic Internships and Service Learning Program.

- Provide students with on-site orientation that includes, but is not limited to an overview of the organization’s programs, policies, procedures and clients served; the service or work the student will be performing; placement expectations, including attire and professional conduct; specific training; and, information about any potential hazards or risks.
- Provide student supervision.
- Identify activities or work that may pose a health or safety risk. In the event that additional unforeseen risks become apparent, the organization must communicate in a timely manner all risk-related concerns to the CSU. Palm Desert Resuscitation Education LLC (PDRE) and its affiliated organizations may be required by California law to obtain a student’s fingerprints and submit them to the Department of Justice, and/or the Federal Bureau of Investigation, for a criminal background check. If required, our organization may have responsibility to:
- Determine whether such fingerprinting is required;
- Obtain the student’s fingerprints;
- Obtain criminal background clearance from the appropriate agency; and, incur the cost of fingerprinting.
Site Requirements and Safety Information:
In order to create a positive, safe and valuable out-of-classroom learning experience, CSU, PDRE and its affiliated organization faculty, students, college staff and community partners must work together as a team to make the most of the experience and manage the unique risks that exist. There is insurance available to protect CSU as well as the learning site, if the proper agreement is in place. Students can avoid unsafe situations when everyone is familiar with the placement details and a proper risk assessment has been completed. This risk assessment is not intended to prohibit educational experiences that may seem “too risky,” but rather to find ways to reduce the amount of risk and liability exposure, so that the off-campus learning opportunity is a safe, healthful and fulfilling educational experience for all parties involved. The public health interns and students will receive safety training pertaining to potential risks associated with their duties.
Additionally, some requirements will incur cost; in the majority of cases, this will be the responsibility of the public health interns and students.
